Do North American TVs have ';standby'; settings which use no power but can be turned on by the remote control?

In hotel rooms in the US and Canada, the TVs appear to turn off and on completely from the remote, without a standby setting and no red light? Is this really true? If so, can we not make manufactuers use this technology here as well.Do North American TVs have ';standby'; settings which use no power but can be turned on by the remote control?
If you can turn it on via the remote - it's using power to keep the infra-red receiver and the motherboard running. If there's no red light - it's just because there's no red light, it's still in standby mode.





By not having a red light - people feel a little less guilty about leaving the TV on standby.
